Axiom Rail Services assists rail operations that use locomotives for switching movements with the development and submission of FRA-compliant conductor and engineer training programs. These programs are designed for industrial, transload, and short line environments where locomotive operations are performed outside of traditional mainline service but still fall under federal regulatory oversight.

When an operation uses a locomotive to perform switching, applicable FRA requirements may trigger the need for structured training, qualification, and certification of personnel performing conductor and engineer functions. Axiom works with customers to determine applicability, define covered service, and build programs that align with how the operation actually functions.

Program Development and Tailoring

Axiom supports the full lifecycle of program development. This includes task analysis, curriculum design, written procedures, evaluation criteria, On-the-Job Training structure, testing requirements, and recordkeeping systems. Programs are tailored to the customer’s equipment, territory, operating rules, and scope of service rather than relying on generic templates.

Once developed, Axiom prepares and submits the conductor and engineer training program to the Federal Railroad Administration for review and registration, as required. We assist customers throughout the FRA review process and support implementation once the program is accepted. This ensures the program is not only compliant on paper, but practical and executable in daily operations.

Training delivered under these programs is structured, documented, and defensible. Customers are left with a registered FRA program, qualified personnel, and records that support ongoing compliance and regulatory review. Programs are designed to scale as operations grow or change.
